It's Nehemiah rebuilding the walls of Jerusalem -- notice that all the builders have weapons strapped to their sides, and there's a guard posted behind them. The wall looks pretty rundown, and I'd imagine the noble-looking fellow is meant to meant to be Nehemiah making his good account (as he says he will/does in the book itself)
